Overview
Fury is the Warrior spec hit hardest by the normalized rage of WoW Forever. Every hit grants a fixed amount of rage and your crits earn no more: you have far less rage than in Classic, and fewer abilities per fight.
The spec stays very strong when two or three enemies are close together.
Raging Blows, a new talent, makes
Whirlwind strike with both weapons. Its rotation is simple, but its rage management is demanding. Solo, it levels less smoothly than Arms; in a group, it comes into its own.
At level 20 in the beta, the spec is incomplete:
Berserker Stance, and therefore Whirlwind, arrives at level 30. Fury still sits in A tier among DPS at that level.

Read the details
You deal heavy damage to a few targets with
Cleave, then Whirlwind, and
Death Wish gives you a real damage window. In plate, with lots of health, you take hits better than most DPS.
On the other hand, you need a lot of gear to reach your caps,
Recklessness only comes back every 30 min, and your rage drops in fights where you take almost no damage.

Unbridled Wrath (5 ranks)60% chance to gain 1 extra rage on each weapon hit.- Dazes nearby enemies and slows them by 50% for 6 sec.
- Lowers the cost of your next Cleave.
Dual Wield Specialization (5 ranks)+25% off-hand damage, doubles off-hand rage and grants 10% hit with it.- Whirlwind also strikes with your off-hand, and Cleave costs 2 less rage.
- Now triggers on any attack that damages you, not only on a crit.

Thunder Clap often, for its damage and because it reduces the damage your tank takes, then Cleave to spend rage.
Never miss an Overpower. When a mob gets away, do not hesitate to pick it back up: hits taken give you rage.

Order to be confirmed: the exact priority is not settled yet.
No order is established. Fury needs a lot of gear to reach its caps, hit in particular. Then aim for weapon damage, Strength and critical strike. The exact order is still to be confirmed.
Leveling
At level 20, put
Cruelty 5/5 and
Unbridled Wrath 5/5 for rage and damage, then your last point in
Piercing Howl. With 2 more Legacy points, add 2 points to
Improved Cleave.
Your whole kit depends on weapon damage: swap weapons as soon as you find a better one. The Ruins of Lordaeron and The Deadmines have good pieces at this level. Fury levels better in a group: dungeon quests now give most of the experience.
Changes compared to Classic
- New talent, Whirlwind also strikes with the off-hand.
- New baseline ability at level 20.
- Becomes a baseline passive.
- 35% of attack power instead of 45%, with a small flat bonus per rank.
- Triggers on any direct attack taken.
- Grants 10% off-hand hit.
