Overview
Retribution is one of the most reworked specs in WoW Forever: a new tree, new abilities and revised old ones. You no longer just auto attack:
Holy Strike,
Judgement and your seals form a real rotation.
The final talent,
Twist of Light, lowers the cost of your seals. When you replace one seal with another, the old one leaves an echo that applies to your next swing: that swing benefits from both seals. It is simplified seal play, made easier to read by the game’s swing timer.
Your group role mixes decent damage with a lot of utility: blessings, auras, dispels. The spec is easy to pick up at low level and gets a little more involved later. At level 20 in the beta, it sits in A tier among DPS and is seen as too strong.

You handle one target as well as a pack, and you bring blessings, auras and dispels to the group.
Blessing of Freedom and
Cleanse free you from slows, while
Lay on Hands and
Blessing of Protection save a bad situation.
On the other hand, you have no big damage ability on a cooldown. Your mana pool is small, your power depends on the spell power of your gear, and you have to switch specs to tank or heal well.

Order to be confirmed: the exact priority is not settled yet.
For now, Retribution relies on spell power from gear, then Strength and crit. The exact order is still to be confirmed. Weapons rich in spell power seem to reduce melee damage by about 25%, also to be confirmed.
Leveling
At level 20, put your 11 points into Holy:
Divine Strength 5/5,
Improved Seals 3/3,
Divine Intellect 2/5 and
Voice of Truth. Retribution points come after.
Before Benediction, watch your mana around levels 13 to 16: drink between fights and avoid chaining packs. In dungeons, use Cleanse, Blessing of Freedom and Blessing of Protection: your utility is your strength. Shadowfang Keep, The Deadmines, the Ruins of Lordaeron, Wailing Caverns and The Hall of Thanes have pieces for you.
