Overview
The big gap of the Classic Paladin tank is filled: the Judgement of
Seal of Fury taunts the target for 4 sec. This new seal adds Holy damage to every hit and, with a shield, an absorb effect. Mana trouble in combat is handled by talents:
Shield Specialization restores mana when you block, and
Improved Seal of Fury restores some when its shield is fully absorbed.
You are the only tank without a percentage damage reduction ability.
Templar's Bulwark replaces it: a shield that absorbs the equivalent of your maximum health for 8 sec, but applies Forbearance to you.
Consecration was reworked for area tanking: low damage to all enemies, and the spell power bonus on the first 4 only, like the other tanks capped at 3 or 4 targets.
At level 20 in the beta, with Consecration, spell power and
Retribution Aura, you hold threat easily and often finish at the top of the damage meter. It is the S tier tank. Before level 16, your threat stays fragile, and a two-handed weapon is better out in the world.

Your area threat is the best at level 20. You bring blessings, auras,
Cleanse and
Blessing of Protection, and you have all your abilities at the start of a fight.
On the other hand, long fights require you to watch your mana. You have no percentage damage reduction, and no ranged attack to pull a mob without an item or an Engineering bomb.

Rotation and priorities
Before the fight:
Righteous Fury and
Retribution Aura. Against Undead and Demons, a first Judgement of
Seal of the Crusader; the other seals are rarely worth it at low level.
Single target:
Multiple targets: Seal of Fury, Consecration first, then Judgement, Exorcism and Holy Strike on cooldown.
Use line of sight to pull casters into your Consecration, for example in Wailing Caverns. Keep
Blessing of Salvation on your DPS by default.

Leveling
At level 20, all 11 points go into Retribution for mana:
Benediction 5/5,
Improved Judgement 2/2,
Holy Conduit 2/2,
Deflection 1/5 and
Pursuit of Justice 1/2. This choice should beat Improved Seal of Fury once a beta bug is fixed, to be confirmed. With 3 Legacy points, put all 3 into
Sanctified Judgement, never just 1 or 2. The other option: Pursuit of Justice 2/2 plus
Vindication or
Redoubt.
In the beta, Seal of Fury seems to restore mana as if Improved Seal of Fury were taken, and Consecration does not always deal its full damage near its edge. Both points are still to be confirmed. Recast Retribution Aura after every new spell power piece.
Changes compared to Classic
